Bug #1314: Old site needs something really obvious in the header pointing to the new site

Description

It's quite possible to visit a page on the old site and not even realize that there is a new site.

This is a bug.

A fairly obvious notice in the header (visible on every page) should be added to let people know.

    Ok, this is now ready to roll. I've added a div at the top of every page, commented out for now.

    As soon as the product pages are ported over to the new site (ticket #1331) will uncomment it.
