Feature request #1319: Default to "accepts comments"

Description

Initially, to keep things conservative things like blog posts were not set to accept comments by default at creation time.

I am now literally turning this on on every blog post, so being conservative has now gone beyond "prudent" into "counterproductive" territory.

So make "accepts comments" default to true for blog posts, wiki articles, and tweets too. (The latter two items don't have any commenting interface in the currently deployed version, but the development version which I will deploy soon does.)
