Feature request #1342: Running a new version (3.5+) should detect any other running versions and offer to quit them

Description

Without this, updating an old install is difficult.

We currently offer to move old preference panes to the Trash, but we don't look for running versions and offer to quit them.

The hard part will be determining the version of the running version.
