Feature request #1357: Support wiki links in "links" controller

Description

Allow links like [[hello world]] in the links controller. (At the moment, only accepts URIs.)

    Just to clarify, accepts both "absolute" URIs (with schemes) like http://example.com/ and "relative" URIs (relative to the site root) like "/blog/new-wiki".

    Currently we allow the creation of such links but they don't actually work when we try to use them. Sloppy validation.

    Need to extract some code our of the Article model which has to deal with pretty much exactly the same thing (wiki redirects). Stick it somewhere in lib where it can be mixed in to both models or otherwise reused.
