Feature request #1369: Auto-completion of tag names

Description

Far too often I end up tagging different articles with similar but not-quite-the-same tags.

It would be very helpful if on starting to type tags an autocompletion menu would appear that would provide suggestions. That might help to cut down on the tag proliferation problem.

Another helpful idea might be to have a little box with a list of popular or tags, or similar tags (auto-suggested based on the content of the post/article etc), but will leave that for another ticket I think.
