Feature request #1429: Option to allow offsite images (absolute URLs) inside image tags ({{}})

Description

A request was made in a comment on ticket #1428 for this feature, so open a new ticket for it here to keep the two different feature requests separate.

The basic request is to allow markup like:

{{http://my.site/images/foobar.png}}

For obvious reasons, this would be an option, set to false by default, and only turned on for sites where the administrator trusts the user not to abuse the markup (for example, to insert offensive images).
