Feature request #1465: Extract PEG parser generator into separate gem

Description

A long-standing problem with the PEG parser generator is that it can't be easily reused in other projects, thus limiting its usefulness.

It really should be extracted into a separate gem. Probably call it Walrat (after "Packrat" from the PEG literature).
