Feature request #1504: Migrate RDoc away from RubyForge

Description

Despite claims to the contrary, the fact that GemCutter has taken over as the default Gem host means that RubyForge is effectively fading into insignificance.

Nevertheless, GemCutter doesn't provide some of the features that RubyForge does, such as webspace for RDoc or other material.

So, time to start hosting the RDoc on wincent.dev itself and leave GemCutter/rubygems.org to do what it does best (ie. for hosting the gem itself and nothing else).
