Feature request #1594: Turn comment timestamps into links

Description

To make it easier to link to specific comments, need some part of the comment that we can right-click on and get a link that will take us right to the comment (with anchor).

The timestamp seems like the most obvious option, as the commenter's name is already used as a link to their public profile.

    Now done. Didn't abuse the timestamp, though; instead added an explicit "permalink" link that is revealed only when hovering over the comment body. Added similar treatment for tweets.
