Feature request #1798: Make script to automatically set up new staging environment

Description

Wanting a script that looks at your latest snapshots and running instance IDs and automatically figures out the params needed to fire up a new staging instance.

It could then export the STAGING_SERVER environment variable and call script/deploy for you (or at least print out the appropriate STAGING_SERVER value for you to do it yourself manually).

It would also make sense to have a teardown functionality in there as well, so you could just re-run it to tear down the staging environment afterwards.
